Scotter Parish Council Allotment Policy
This policy is to be used in conjunction with the signed tenancy agreement and outlines in more
depths the terms and conditions of the tenancy agreement.
The Clerk of the Parish Council manages the allotments. All contact should be via the clerk.
1. Maintenance and Planting
1.1 It is expected that all plots will be 70% cultivated with fruit and or vegetable for personal use by
the tenants and their family.
1.2 Plots can be used for growing flowers but, the predominant use must be for edible produce.
1.3 The plots are to be kept in a well maintained manner and weeds are to be controlled for the
benefit of the tenants and neighbouring plots.
1.4 Reuse and repurpose is encouraged, however upon the end of the tenancy all items are to be
removed. Items include but not limited to wood, pallets, carpet, troughs. The tenant is responsible
for their own rubbish/waste and it should be removed straight away.
1.5 Only small fruit trees may be planted and permission must be obtained from the Parish Council
before planting.
1.6 If and invasive plant species is suspected in any area of the allotments, this is to be reported to
the Parish Council as soon as possible.
2. Water
2.1 The onsite water supply should only be used as a last resort, rain water harvesting is encouraged
as it is better for the environment, land and it’s free.
2.2 Hose pipe connection to the mains supply is strictly prohibited.
3. Waste
3.1 An area within the boundary of the allotment can be designated as an area for composting.
Consideration must be given to neighbouring plots.
3.2 No household waste or waste of any other kind must be brought to the allotments for disposal or
burning.
3.3 Fly tipping in any area of the allotments is strictly prohibited and will be reported to the police.
4. Fire
4.1 Allotment waste can be burnt on your own plot, but this is strictly at your own risk. Safety to
you, other people at the allotments and the allotment itself must be considered before starting a fire
and the appropriate safety measure put in place. You must ensure the weather conditions are
appropriate for starting a fire and that the fire is not going to impact other plots in any way.
4.2 Allotments are not to be used as a place to burn household waste of any kind.
4.3 Due to the residential nature of the cemetery allotments, fire are not allowed.
5. Security
5.1 The rural location of Scotterthorpe allotments causes security issues. The gate must remain
locked at all times, the lock and chain are not to be removed from the gate. It is recommend that
sheds are kept locked and nothing of value is kept in them.
6. Chemicals
6.1 The Parish Council do not encourage the use of chemicals, however understand that sometimes
they are necessary. Only chemicals that can be bought over the counter are permitted. Any
chemical spaying must not interfere with adjacent allotments.
6.2 Safe storage and use of chemical is the responsibility of the tenant and used at their own risk.
7. Inspections and Eviction Process
7.1 The Parish Council will inspect the allotments on a monthly basis. Any plot found not to be
adhering to the tenancy agreement and allotment policy will be contacted in writing and given 30
days to rectify.
7.2 After 30 days a further inspection will be carried out, if the problem has not been rectified a final
warning will be issued. The final notice will give another 30 days to rectify matters but failure to do
so at this point will result in the termination of the allotment tenancy agreement.
7.3 If the tenancy agreement has been terminated in accordance with 7.2 a letter will be sent
confirming the action and 14 day will be given to remove any personal belongs from the plot. After
the 14 day period the tenant will be evicted from the plot and no further access granted.
7.4 If a tenant has been evicted in accordance with 7.3 the Parish Council reserve the right to charge
the evicted tenant any costs incurred for reinstating the plot back to a reasonable useable level. This
will include the cost of removing any waste.
8. Structures and buildings
8.1 No building or structure is to be erected without submitting the request in writing to the Parish
Council.
8.2 All plots that have any existing structure or building are the responsibility of the existing or new
tenant.
8.3 Buildings are to be well maintained and should not pose any health and safety threat to anyone
on the allotments.
9. Animals
9.1 Permission must be obtained before any kind of animal is to be kept on an allotment. The rural
location of the allotment is not ideal for animals and the tenant must prove that they have the
welfare of the animal catered for before permission is granted.
9.2 Dogs are allowed at the allotments but should be kept on a lead. Dogs must not be allowed to
roam free and interfere with other tenants plots. The responsibility for the dog remains with the
owner.
10. Parking
10.1 Vehicles must not be parked in any way that blocks the gate entrance.
10.2 If parking on the road outside the allotment you must park safely and respectfully.
10.3 Vehicles must not block the access track at any time, and must consider other tenants ability to
be able to access their plot when parking.
11. Boundaries
11.1 The rear of all full plots at Scotterthorpe have a boundary ditch, this ditch must be maintained
by the tenant.
11.2 The cemetery allotment is in a residential area. The boundary fences belong to the residents,
tenants must not interfere in anyway with the fences. Compost heaps must not be within 1 metre of
a boundary fence.
12. Behaviour
12.1 Tenants are expected to behave in a polite and respectful manner, abusive or threatening
behaviour of any kind will not be tolerated. The Parish Council will take a zero tolerance approach
and will terminate the tenancy agreement of anyone breaking this rule with immediate effect.
12.2 Cemetery allotment holders must be always considerate and respectful to the visitors of the
cemetery. No work is to be carried out on an allotment if a funeral service is taking place. A sign will
be placed near the entry gate advising when a service is scheduled.
