Minutes of the meeting for Scotter Parish Council held on 21 July 2025, held at Scotter Village Hall.

Public Participation – Resident raised concerns regarding an overhanging tree in the cemetery.

2507/3 To approve as a true record the Full Parish Council Meeting minutes held on 16th June 2025 and 8th July 2025 and sign accordingly.
RESOLVED to accept the minutes as a true record and signed accordingly by the chair if the meeting.
2506/4 Clerks Report and update on matters from the last meeting.
Kirton Road bench has been stolen and reported to the police.
New park sign is required for Elizabeth Close Park. The existing sign is no longer readable, sign will be ordered and allocated to parks budget.
Scotterthorpe Allotment meeting has been arranged for 27th July 10.30am.
Feed back was given from Clerk and Chair attending the LALC Summer Conference.

RESOLVED to write to Lincolnshire County Council asking that they provide evidence that 20MPH recommended speed outside of schools are ineffective.
b) Response from Local policing regarding obstructive pavement parking - circulated by email 02/06/25
RESOLVED to write to Police Inspector and Lincolnshire County Council forwarding the response received from the local policing team and asking for a definitive response on enforcement.
c) Lincolnshire Police & Parish Council briefing sessions, nominations for a councillor to attend – Circulated by email 02/07/25
RESOLVED for Cllr Gilchrist to attend on behalf of the parish council.

RESOLVED to respond to the resident advising the parish council will not be taking any action but he is welcome to reduce the overhanging branches and return the cuttings for disposal.

2507/7 To review and consider responses to the following planning applications and any applications
that may have been received following the agenda being set.
a) Planning Application - WL/2025/00608
Planning application for single and two storey front extensions, and loft conversion incl. dormer.

RESOLVED to submit no comment.
b) Planning Application – WL/2025/00660
Planning application for the change of use of land to provide 6no. holiday chalets.
Highfield Farm, Kirton Road, Scotter, DN21 3JA
RESOLVED to support the application.
c) Planning Application - WL/2025/00690
Planning application to erect a garden room.
Westbury View, 19 Waggoners Close, Scotter, DN21 3RJ
RESOLVED to object. The applicant states no trees however there is trees clearly visible and noted on the land registry documents. The conditions regarding the height of the hedge applied to the last planning application have not been met, the hedge is still being maintained over 1.50m. The conditions state it is to be a green garden area, this is no longer the case if a building is placed.
d) Planning Application – WL/2025/00697
Planning application for two storey rear extension including partial roof lift.
The Bungalow, East Ferry Road, Susworth, DN17 3AS
RESOLVED to submit no comment.

2507/8 To receive an update on the flooding matters and discuss any required action.
Response from Environment Agency to the Parish Council letter. – circulated by email 02/07/25.
Response from Lincolnshire County Council following the recent meeting - circulated by email 15/07/2025.
Correspondence noted. Councillors discussed the recent meeting with the Environment Agency and Lincolnshire County Council. County Councillor Chris Reeve’s support at the meeting was appreciated. A response to the questions raised is expected by 7th August 2025.
RESOLVED to invite the Leader of Lincolnshire County Council Sean Matthews to the next parish council meeting.
2507/9 To receive feedback from the councillors that represented the Parish Council at the Summer Fayre and discuss and agree any outcomes.
RESOLVED Cllr Michela Woods will circulate a report with all the feedback from residents. Cllr David Green is to update the community survey and circulate. Once final version of the survey is ready Clerk to transfer to digital, create QR code and circulate through all avenues.
2507/10 To review the cemetery policy and current fees with consideration to the attached report.
RESOLVED to approve the alterations to the current cemetery policy, fees and changes as outlined in the report.
2507/11 To receive a report on the current status of Earmarked Reserves, review the underspend from the financial year 2024/25 and reallocate accordingly.
RESOLVED for the underspend from the financial year 2024/25 be moved to general reserves. Earmarked Reserves noted, no changes required at this time.
