Public Participation

Resident 1 – Researched the Community Speed Watch, it appears that Lincolnshire area are not very interested in the schemes, it seems that if the villages are willing to pay for things such as Flashing signs, signage etc around the areas, then these will be supplied.

2010/004 District Councillors Report

Cllr M Snee – Attended several meeting, objected to Devolution plans already missing out on a lot of money and felt it will make it the situation worse for the area.

Cllr Snne expressed that the District Cllrs are delighted with reduction of speed on Scotter Road and Cllr Snne also shared that herself and the other District Councillors would be happy to support any sub-groups as they arise

2010/005 Chair’s Report

Cllr Harper mentioned that it has only been two weeks since last mtg so in that respect there was not too much to update on. The current website will be withdrawn in December and we have agreed to Lincolnshire County Council new website proposal which is planned to go live on soon after December 20.

2010/007 PUBLIC ITEM - Permission to allow Nigel Woffindin to speak on Neighbourhood Watch and Rural Crime Impacts and Plans.

Proposal to Allow Nigel Woffindin to speak on this agenda item - Resolved to approve

NW – updated that there is an increase in the theft and attempted thefts of motor vehicles recently in the village. NW expressed that more awareness is required of how residents can reduce the risk.

Placing any Keyless ignition kays in a mental container once in your property and keep keys out of easy reach and sight will deter any attempts of theft.

The Neighbourhood watch scheme member are wanting to purchase a number of larger Neighbourhood watch signs trying to introduce more awareness locally, NW asked if the Parish Council

would be supportive to receive the funds from residents to act as “trustee” in effect.

Resolved to approve -Parish Council to receive funds and purchase signage.

Cllr Harper also suggested that the Neighbourhood Watch Scheme could potentially look to receive precept funding in the new year.

c) To approve Co-option notice to 1 Parish Council Vacancy – Resolved to approve

d) To approve draft Grants Policy - Cllr Harper updated that this policy will seek to set out clear terms and conditions against applications for precept grants - Resolved to approve

e) To approve the establishment of a local Flooding Group and members – Resolved to approve – Initial membership to consist of Cllr Helen Collins and Cllr Paul Wood, District Cllrs, interested residents to be approached to attend.

f) To approve the establishment of a Community Highways Group and members – Resolved to Approve – Parish Council in full support to enable the speed watch group to grow into something more.

Cllr M Armstrong to be council representative along with interested residents.

g) To approve the purchase of new bin for Village Person – Resolved to approve – clerk will discuss with WLDC

h) To approve supplier / purchases of Community Christmas Trees – Resolved to approve for clerk to obtain quotations for Christmas Trees.

2010/014 Urgent Highways or Maintenance Matters

Works to commence on the B159 – works planned from 19th October until December – access will be available for residents although road will be closed for through traffic.
