Minutes of the Full meeting of Scotter Parish Council held on Monday 9 November 2020, at Scotter Village Hall and virtually via Zoom

Public Participation
Resolved to Approve - Extend Public Participation to 50 mins
Resident 1 raised concern with the state of the River Eau and believes that it is being neglected.
Cllr Harper - responded that there is a Flooding and Drainage Sub Committee and also updated that Sir Edward Lee is writing to Head of Environment Agency.
Resident 2 – updated on Gainsborough Road / South Cliff Road, 2m triangle of land at bottom of garden.
Resident 3 – wanted assurance from the council if they are to suspect any criminal offences have been committed from previous council administration that all matters will be referred to relevant authorities.
Resident 4 – Owns local grass maintenance business wished to express interest in any verges and grass cutting any tender opportunities

2010/003 Approval of Public Interest Meeting and Full Parish Council Meeting minutes held on 5 October 2020: Resolved to Approved
2010/004 Approval of Extraordinary Parish Council Meeting minutes held on 28 October 2020: Resolved to Approve – subject to Amendment date is incorrect to be changed to October
2010/005 District Councillors Report
Cllr L Rollings – mentioned about the amazing turn out of public for the meeting and expressed that it was a shame that the election was called as we could have had a full council to pursue matters forward.
Cllr L Rollings stated as Chair of the overview and scrutiny meeting for WLDC they are in full support the flooding issues and water management – the group have invited Environment Agency to attend and speak.
Climate change strategy – massive issue with speeding traffic and the effect that this speed has on the environment – in talks to introduce a 20 is plenty campaign.
Planning - On 10/11/2020 there is scheduled a Planning meeting with WLDC –we are keen that the council deals with the public in a way that they are happy with. There is a new head of Planning – Sally Grindrod-Smith. Workshop is planned to discuss planning issues.
Cllr Snee stressed the importance of reporting Flytipping via WLDC website or Fix my street, as all inceidences must be recorded and collected and actioned by WLDC
In response to the Kirton in Lindsey HRC site – The issue is with Lincolnshire County Council making a cross border agreement with North Lincs unfortunately this has not yet been raised. Residents can purchase permits annually, if they wish to use the North Lincs sites.
Cllr C Perraton-Williams – Updated on the Roadworks, the site manager is confident will be finished before Christmas, it is expected that the will soon move to a traffic lights system – thanks to residents for patience
2010/006 Chair’s Report
Cllr Harper updated that since last meeting he has been in contact with Sir Edward Leigh Re:Flooding issues
Attended a Zoom meeting with residents’ that have concerns about Scotter Neighbourhood Plan – This matter has been escalated to West Lindsey District Council for their input
Met with Chair of Playing Field –re: maintenance and precept grant matters.
Shortlisted and Interviewed 9 applicants for role of Clerk and RFO – with fellow Councillors Collins and Armstrong.
Met with Tree surgeon and residents re: cemetery trees concerns
Attended 2 Training sessions with LALC – Cllr Harper also recommend that all Cllrs sign up and undertake the training.
Continue to make better use of Social media to make residents aware of goings on
And finally Cllr Harper expressed Thanks to interim clerk for all the support offered since Late Aug, likely to be Interim Clerks last meeting this evening.

Resolved to Approve Co-Option of Baljinder Kaila.
To discuss increase of Litter in the village – email concern – re litter in the village – Resolved to Approve Scotter to organise to take part in Great British Spring Clean in April / May 2021.
To discuss management of allotment payments – Resolved to Approve – to be added to 2021 Action plan
To receive quotation for Village Christmas Tree and approve preferred supplier – Resolved to Approve Fillingham Xmas trees as supplier due to size required.
To receive quotations of Christmas Tree Lights and approve preferred supplier – Resolved to Approve budget of £40 Coloured Lights.
For discussion – Land at 53 Gainsborough Road – back in July had agreed to do a site visit consult with the objectors on south cliff road – Advice from WLDC about the issue his advice to council do hold public consultation to allow all parties concerned to address the council. Open Transparent and public so all view can be expressed.
Resolved to Approved – any decision making will be Paused to allow for full consultation with all parties involved.
Use of Household Recycling Centre – Kirton in Lindsey – Resolved to Approve – Letter to ben sent to WLDC to ask them to reconsidered Reciprocal Agreement with North Lincolnshire Council for Assessing Kirton in Lindsey HRC
Village Newsletter - Cllr Harper proposed exploration a reintroduction of Village Newsletter – Resolved to Approve to be added to 2021 Action plan.

Brian Gilchrist addressed the meeting Thank for approving the licence fee, this will help to speed up the process of implementing signages etc.
The Flashing signs will involve another licence fee to LCC highways – lampposts etc
Currently there are only 4 members of the Community Speed Watch group at moment – please get in touch get in touch with the clerk or chair. Scotter Parish Speed watch group on national site.
