Minutes of the extraordinary meeting of Scotter Parish Council held on 22 February 2021, virtually via Zoom.

2102/22 Acceptance Of Apologies for Absence

Cllr Harper declared an interest in agenda item 5, Planning Application 142090.
2102/25 Witness the Acceptance of Office signing of Paul Boulton and formally welcome him as a new councillor.
The Acceptance of Office was signing at the meeting and witness by all present.
2102/26 Discuss New Planning Application and note any comments to be made to West Lindsey District Council.
APPLICATION REFERENCE NO: 142090
PROPOSAL: Outline planning application to retain existing outbuildings to create a single dwelling house and erection of 2no. bungalows, with access and layout to be considered and not reserved for subsequent applications.

Following discussion and review of the application West Lindsey District Planning website it was resolved to note the following comments on the application.
i) The Parish Council have no objections to the application as it stands with the proposal of bungalows, however if this were to change at any point objections would be raised to dwellings of 2 storeys or dorma bungalows.
ii) The Parish Council wants their concerns about the entrance and road/driveway noted.
The width of 4.1m is inadequate to support construction vehicles. The width of 4.1m for road/driveway is inadequate for two cars to pass. Although a passing area has been incorporated this will not alleviate problems of entry and exit onto the High Street, if one vehicle is waiting to exit whilst another is wanting to enter. These issues also lead to concerns of safety for pedestrians.
iii) The Parish Council have concerns over the consideration for drainage. The area already has historical issues with sewerage drains. Can consideration be given to underground water holding tanks, not soakaways to help cope with the run off water?
