DRAFT Minutes of the Planning Committee meeting of Scotter Parish Council held on 10th June 2021, held at Scotter Village Hall.

Clerk opened the meeting at 7.32pm
P2106/01 Acceptance Of Apologies for Absence
Schedule 12 of the Local Government Act 1972 requires a record to be kept of the members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Parish Clerk as it is usual for the grounds upon which apologies are tendered also to be recorded. Under Section 85(1) of the Local Government Act1972, members present must decide whether the reason(s) for a member's absence are accepted.
Cllr Jon Harper sent apologies – Accepted
P2106/02 Dispensations Council is asked to discuss any written dispensation the clerk may have received from councillors

P2106/03 Declarations of interest Members to declare any interest they may have sin agenda items that accord with the requirements of the relevant authorities. (Disclosable Pecuniary Interests) Regulation 2012 (SI 2012/1464) (NB this does not preclude any later declarations)

P2006/04 To agree and approve the terms of reference for Scotter Parish Council Planning Committee
As per the Terms Of Reference Cllr Colin Wotherspoon was elected as Chair and Cllr David Ward was elected Vice Chair.
All members agreed.
The Terms of Reference were read out in full and approved without amendment.
P2106/05 Planning Application 142963 – Change of use from guest house to private dwelling
Ivy Lodge, 4 Messingham Road, Scotter, DN21 3QU
This application was viewed online and had already been granted by West Lindsey Planning Department.
Although the Parish Council have no objections, the clerk is to contact the planning officer and politely comment that the Parish Council feel this has been actioned prematurely.

P2106/06 Planning Application 142908 – single storey and two storey extension including front entrance canopy and other internal alterations
1 Sands Lane, Scotter, Gainsborough, Lincolnshire, DN21 3TX
Following discussion, Parish Council to echo the highways response that the applicant is proposing to build on land that is publicly maintained as highway and is therefore in contravention of the Highways Act 1980.
