Minutes of the meeting for Scotter Parish Council held on 16 March 2026, held at Scotter Village Hall.

 

Parish Councillors Present: Cllr David Ward (Vice Chair), Cllr John Fardell, Cllr Brian Gilchrist, Cllr Michaela Woods, Cllr Karen Ward, Cllr Rachel Hunter, Cllr Phil Calvert.

Public Participation – County Councillor Chris Reeve reminded everyone that the best way to get pot holes repaired quickly is by reporting them via Fix My Street.

2603/2 To receive dispensations or declarations of interest under the Localism Act 2011.

None.

 

2603/3 To approve as a true record the Full Parish Council Meeting minutes held on 16 February 2026 and sign by the chair accordingly.

RESOLVED to accept the minutes as a true record and signed accordingly by the chair of the meeting.

 

2603/4 Clerks Report and update on matters from the last meeting.

New gravel is being laid on the cemetery drive and will be complete this week.  The ditch roadside at Scotterthorpe Allotments has been reported to Lincolnshire County Council for clearance.  Road sign carry bags have been ordered for Speedwatch.  8 places have been booked for the first aid course.

2603/6 Correspondence for discussion and action.

a) Resident email requesting hedges around Granary Park.

RESOLVED to respond advising that due to safe guarding hedges are not considered suitable.

b) Resident email requesting more No Dogs signs for Rookery Park.

RESOLVED to for Clerk to review and purchase further No Dogs signs as required.

c) Resident email with comments and request regarding public walks and maps.

RESOLVED no action at this time and for clerk to respond with the support of Cllr Gilchrist.

 

2603/7 To review and consider responses to the following planning applications and any applications that may have been received following the agenda being set.

 

a) Application Number: WL/2026/00191 

Proposal: Outline planning application to erect 1no. dwelling - access, layout and scale to be considered and not reserved for subsequent applications.

Location: LAND REAR OF 64 HIGH STREET, SCOTTER, GAINSBOROUGH, DN21 3TW

RESOLVED to respond with no comment.

 

b) H2East Pipeline: Humber to Nottinghamshire - EIA Scoping and Consultation and Regulation 11 Notification – circulated by e/m 09/03/26  

RESOLVED no action at this time.

 

c) To consider resident request for footpath extension on North Moor Road.

RESOLVED to support the request by forwarding to County Councillor.

 

2603/8 Flooding Working Group Update.

Council discussed the expectations for the walk through with the Environment Agency.  EA to bring silt measuring equipment and flow meters.  Location for sensors to be agreed.  Points of reverse flow and constriction to be identified. 

 

2603/9 To review policies, procedures and training.

a) Assertion 10 Data Mapping.

RESOLVED to note. 

b) Retention and Disposal Procedure including List for retention and disposal.

RESOLVED to adopt.

c) Members GDPR training via ICO website 

RESOLVED to note – Clerk gave a brief outline of expectations of GDPR for councillors and advised that full training should be carried out by watching the videos via the link to the Information Commisioner’s Office website.

 

2603/10 To confirm the annual meeting dates for May 2026 to April 2027.

RESOLVED to approve.

 

2603/11 To receive an update and any recommendations for decision from the Parson’s Working Group. 

19 bird boxes have no been installed, one was occupied within 24 hours of being installed.  Bat boxes are to be installed next week.  Contractors have been invited to quote for the steps and path.  Clerk will chase a date for survey, investigate legal requirements for owning and operating a chipping machine and get quotes for benches.

Prior to the meeting Cllr K ward viewed the balances on the online banking and confirm them to be accurate.

 

RESOLVED to approve the bank reconciliation, agreed bank balances and statements as seen by council.  Approved payments.

Granary Park gates need to adjusted they are not closing correctly.  Chase entry gateways.
