Minutes of the meeting for Scotter Parish Council held on 18 September 2023, held at Scotter Village Hall.

Parish Councillors Present: Cllr Kevin Watson - Chair, Cllr Paul Boulton, Cllr Dave Ward, Cllr David Green, Cllr Rachel Hunter, Cllr Ian Thomas, Cllr Bali Kaila, Cllr A Johns

Public Participation

Member of the public asked if the area around the periphery of Granary Park is the responsibility of the Parish Council for maintenance and if anything can be done about children playing football in the park.

Member of the public asked if the trees on Southcliffe Road can be assessed for maintenance.

Chair of the Playing Fields Committee and Preschool advised the old tennis hut has now been demolished but the base has been left intentionally as they are hoping to get funding for a youth shelter.  Preschool plans have been submitted for quotes.  They are in discussions with the volunteer group heading up the pump track plans.

2309/5  To receive dispensations or declarations of interest under the Localism Act 2011.

No declarations of interest received and no dispensations given.

2309/6 To approve as a true record the Full Parish Council Meeting minutes held on 17 July 2023 and the Extra Ordinary meetings held on 17 August 2023 and 5 September 2023 and sign accordingly.

Resolved to accept the minutes as a true record and duly signed by the Chair.

2309/7 Clerks Report and update on matters from the last meeting.

Response from highways received and advise about advertising has been circulated.  Gainsborough Road speed sign has been corrected by LCC and now shows 30mph.  Beggers bridge has been reported on Fix My Street. Rookery Park play equipment has been ordered from Sutcliff Play.  S. Smith and Co have credited our account by £50 for a referral.

2309/8 To review co-option forms and appoint a new member for the vacant seat.

Council reviewed the only application received.  Proposed, seconded and 

Resolved to appoint a new member, William Palmer-Powell.  Acceptance of office signed and Cllr Palmer-Powell joined the meeting.

2309/9 Sub Groups, Community Clubs and Associations Items for Update or Discussion.

Speed watch report read out.  Clerk to work with the Speedwatch team to compile a report to show the evidence that has been collected over the last 2 years.  No other updates received.

Resolved to respond that the parish council does not have the expertise to reply to the survey.

Email from a member of public requesting if the Parish Council has any land that permission could be given to metal detect – circulated by email on 01/08/2023

Resolved to reply explaining the Parish Council doesn’t have any appropriate land available.

Willoughton Parish Council, letter re County Councillor - circulated by email on 09/08/2023

Resolved to support Willoughton Parish Council.

2309/12 To review and consider responses to the following planning applications and any applications that may have been received following the agenda being set.

a) Planning Application – 147223

Lodge Farm Kirton Road Scotter Gainsborough DN21 3JA

Planning application for two storey extension to dwelling, erection of detached garage with holiday cottage over, extended access & existing holiday let to be reverted back to a store building and associated works.

2309/13 To consider a working group to investigate how to proceed with the Parish Plan and the Parish Council’s Community Engagement.

Proposed, seconded and Resolved to work with the Community Forum group to progress the Parish Plan and this may involve an opportunity to engage with the community. Cllr Green and Cllr Hunter volunteered to be involved.

2309/14 To review and consider the options investigated for the WLDC Large Village Grant.

Chair read out the report submitted by the clerk and it was proposed, seconded and

Resolved to proceed with the benches and flower planters as specified within the report.  Cllr Boulton volunteered to progress this with the Clerk.

2309/15 To decide if any action is required for ball games being played in Granary Park.

Resolved to close the meeting at 7.46pm to allow a member of the public to speak and reopen at 7.50pm.

Proposed, seconded and Resolved for the clerk to have approval to order and install ‘No Ball Games’ signs.

2309/16 Following a review of Granary Fold deeds, consider plans for maintaining the area.

Review quote received for initial tidy up maintenance.

Proposed, seconded and Resolved to proceed with the quote from helping hands.

2309/17 To receive an update from the Clerk on the water connection at Scotterthorpe Allotments and decide any action required.

Following review of the revised quote it was proposed, seconded and Resolved to defer to allow members to investigate.

2309/18 To review the Annual Governance and Accountability Return conclusion.

Clerk confirmed that the AGAR conclusion had been circulated and added to the council website and notice boards as required by law.  The council received a clean audit with no exceptions noted.

Resolved to accept the conclusion and thanked the Clerk for her work.

Retrospective approval – paid with Clerks emergency delegation as per standing orders.

Clerk confirmed bank statements, invoices and reconciliations had been verified by Cllr Boulton, Cllr Watson and Cllr Green prior to the meeting.

Resolved to approve the bank reconciliation which was duly signed by the Chair, agreed bank balances and statements as seen by council and approve payments.

f.) To review existing Earmark reserves and consider any amendments.

2309/20 Urgent Highways or Maintenance Matters.

Resolved for the clerk to address the up keep of the flower boxes.

2309/21 Agenda next meeting – to take any items for members.

2309/22 To Confirm Date of Next Meeting – 16 October 2023.

Confirmed.

Resolved to close the meeting for a comfort break at 8.05pm and reopened at 8.08pm

Confidential Matters

2309/23 To review contractor tenders received for the Grounds Person contract.

Councillor Boulton declared an interest.  He personally knows one of the applicants and therefore would not vote on this matter.

Council reviewed the 3 tenders received, proposed, seconded and 

Resolved to appoint Cutting Edge Services.

2309/24 To receive an update on the purchase of Parsons Field including recent advice and negotiations from estate agent and decide any actions going forward.

Proposed, seconded not to continue to purchase Parson’s Field – Not Carried

Proposed, seconded and Resolved to continue with the negotiations, Clerk to investigate future cost for river maintenance.  Purchase cost to be negotiated further and can estate agent provide the Charities Act report at a more cost effect price.
